Abstract

In Brazil, the hydrographic basin committees are the centre of decision for water resource management in their respective basins. The committee members, who represent the public sector, water users and civil society, must decide about complex issues, requesting the consideration of multiple aspects: economic, social and environmental. Given the complexity of the decision-making process, it is advantageous to have a decision support system that guarantees transparency, rapidness and, specially, a structured analysis of the problem, incorporating all aspects of the situation. This paper presents a group decision making model based on multicriteria analyses to support the members of a hydrographic basin committee to prioritize complex issues, in special activities to control the environmental degradation The proposed model works through two steps: firstly is used the PROMETHEE II method to achieve the individual rankings of alternatives, and secondly, the individual rankings of alternatives are aggregated to attain the global ranking, applying the ELECTRE IV method, reflecting the preference of the group.

Vanessa B. S. Silva is PhD student of Federal University of Pernambuco (UFPE), Brazil, where she also received her MSc degree in Production Engineering. She received her BSc in Electrical Engineering from Federal University of Campina Grande (UFCG), Brazil. Her research interest includes Group Decision and Negotiation, Multicriteria Analysis and Water Resources Management.

anielle Costa Morais received her B.Sc. degree in Civil Engineering from the Pernambuco University (UPE), Recife, Brazil and MSc and PhD degrees in Production Engineering from the Federal University of Pernambuco (UFPE), Brazil. She is assistant professor of the Production Engineering Department at Federal University of Pernambuco since 2007. Her research interest includes Group Decision and Negotiation, Operational Research and Water Resources Management.

Adiel Teixeira De Almeida, Federal University of Pernambuco (UFPE)

Adiel Teixeira de Almeida is professor in the Production Engineering Department at Federal University of Pernambuco (UFPE) and director of the research group on information and decision systems (UFPE). He received his PhD degree in Management Engineering from The University of Birmingham, UK, in 1995. He received BSc and MSc degrees in engineering. His research interest includes multi-criteria decision methods, decision theory, project management, information systems, reliability, maintenance, quality, and risk management.
